Commander, Submarine Force U.S. Pacific Fleet (COMSUBPAC)

Deputy Assistant Secretary of the Navy (Safety)

 

Crew Reporting System: Fielding, Data Analysis and Support

Provided an anonymous and voluntary onboard Crew Reporting System for multiple US Navy fast-attack class submarines. Served as the non-navy, off-hull, "honest broker" analysis staff responsible for: program development, implementation and support; data analysis and report generation; and the redaction of hull-sensitive information prior to reporting products being forwarded to Chain of Command entities.

Provided a Command Staff variant of the program described above.


CleverSet, Inc. (acquired by Art Technology Group, Inc.)

Scenario Development: Maritime Delivery of WMD

Provided a variety of Subject Matter Expert (SME) services associated with the design and development of a shipborne-delivery of a Weapon of Mass Destruction (WMD) scenario. The overarching goal of this mixed-initiative project, sponsored by the Office Of Naval Research (ONR), was to evaluate the ability of advanced probabilistic modeling tools to autonomously recognize, identify and track suspect vessels while simultaneously assisting analyst decision-making processes.


Anacapa Sciences, Inc.

Identification of Core Competencies, Training Effectiveness Analysis

Provided a variety of Subject Matter Expert (SME) services associated with a Training Effectiveness Analysis of six classes of students that had completed the US Navy S-3B Fleet Replacement Squadron (FRS) syllabus. This qualitative and quantitative analysis identified core competencies needed by naval aviators completing the course of instruction; the effectiveness of the simulator syllabus in preparing students for in-flight training events; and developed analytical techniques for predicting successful completion of the course of instruction based on past performance.

Instructional Systems Design, Training Scenario Development

Provided fixed wing and rotary wing Subject Matter Expert (SME) services for the development of a software-based Scenario Design Tool. Services included: software layout and functionality inputs tailored to the intended end-users; Instructional Systems Design (ISD) expertise; creation of scenario libraries; instructor interviews (for usability and applicability inputs); and the development of selectable grading criteria, Instructor Lesson Guides and other imbedded tools and materials needed to build effective training scenarios independent of in-person ISD support. 


Commander, Naval Air Forces (CNAF)

Crew Reporting Systems, Data Collection and Analysis

Responsible for the design, implementation and support of a Crew Reporting System for five US Navy fleet helicopter squadrons. Served as the analysis cell responsible for the identification of mishap hazards, best practices and operational inefficiencies. Developed implementation and training programs; provided routine and non-routine reports; performed data analysis related to squadron practices, community issues and specific operating locations; served as a non-navy, third party, "honest broker" in monitoring aviator-provided data for potential mishap threats, leading indicators and operational inefficiencies.


Commander, Sea Control Wing Pacific (CSCWP)

Performance Metrics and Aircraft Maneuvers Evaluation Criteria

Participated in a variety of human factors training and awareness initiatives related to Crew Resource Management (CRM), Operational Risk Management (ORM) and mishap reduction. Worked with US Navy fixed and rotary wing instructor pilots, fleet crews and Contract Simulator Instructors (CSIs) in developing the following: Training Task Analysis; Aircraft Maneuver Evaluation Criteria for both aircraft and aircrew; quantifiable Crew Resource Management (CRM) and Operational Risk Management (ORM) performance metrics and grading criteria. Responsible for the development, evaluation and refinement of an improved generation of S-3B FRS gradesheets which provided students and instructors with quantifiable feedback related to human factors performance criteria (e.g., decision-making, judgment, error trapping, crew interactions, etc.).


Klein Associates

Decision-Making and Communication Scenarios

Provided Subject Matter Expert (SME) services in support of the design, development and adaptation of decision-making scenarios and exercises for naval aviators.


Naval Air Board Human Factors Quality Management Board (HF/QMB)

Workload Analysis, Performance Metrics, Electronic Gradesheet

Designed, developed and tested a tablet PC based Simulator Instructor Marking Device capable of reducing instructor workload while simultaneously allowing the capture of student performance evaluations (both positive and negative) on a breadth and depth of topics not available via a conventional paper based gradesheet.


NASA-AMES Research Center

Mapping of Organizational Information Flows and Needs

Provided Subject Matter Expert (SME) services / community-specific expertise for NASA-AMES interview team which identified, categorized and documented data usage requirements and information flows within a US Navy Fleet Replacement Squadron (FRS). Participated in the design of formal data collection instruments and processes; conducted key personnel interview sessions; provided technical content and editorial oversight to the project findings report.


US Navy E-6B "Mercury" Community

Design and Revision of SOPs, Checklists and Procedures

Provided consulting services related to the incorporation/inclusion of advanced Crew Resource Management (CRM) processes and procedures into Standard Operating Procedures (SOPs), Operational Checklists, and platform-specific Naval Aviation Training and Operating Procedures Standardization (NATOPS) manuals.


Spirent Systems - Aerospace Solutions (Ottawa) Ltd

Maneuver Analysis Event Sets, Technical Writing

Developed detailed maneuver analysis and evaluation criteria for a simulator-based, digital replay and debriefing system; provided Subject Matter Expert (SME) services regarding US Naval aviation training procedures for a software development team; provided technical report content and editing.
